Hyderabad: The Telangana high court ordered the state government to verify the certificates of more than 700 junior teachers at government intermediate colleges within two months and decide on regularization, perks, and yearly increments.
Justice K Sharath gave the orders while deciding the professors' pleas.
The petitioners claimed that the state government had neglected to give yearly increments and proclaim their probation after regularizing their services under GO Nos. 19, 20, and 21 on May 1, 2023.
Counsel for petitioners stated that withholding yearly increments owed under the service regulations was illegal after their regularization as junior professors.
“Not declaring probation is severely affecting pay and allowances, promotions, service seniority and other employment benefits,” added the attorney.
The attorney also cited the Telangana State and Subordinate Service Rules, stating that regularisation should automatically provide service benefits and that authorities had suspended increases without cause.
The Constitution forbade discrimination against employees performing identical responsibilities.
Justice Sharath noted the delay and asked why the problem was still outstanding when the professors had finished probation three years earlier and how long the government needed to resolve it.
The government counsel said that roughly 70% of candidates had brought credentials from outside the state.
“The probation certificates are from Sikkim, Bihar, Tamil Nadu, and Madhya Pradesh, and officials are visiting each institution to verify their provisionally regularized records,” the attorney stated.
The government notified the court that the verification process was moving quickly and requested time to finish.
The court dismissed the petitions with the foregoing instructions after reviewing the submissions.
